American Academy of Certified Public Managers (AACPM)

Promoting Good Governance Worldwide

This novel, ASPA-wide Web site, focused on good governance practice worldwide, is the official site of ASPA’s Section on Public Management Practice (SPMP). In addition to calling upon ASPA’s International Chapter and other Sections, Chapters, and individual practitioners and applied academic members to contribute, we also are actively soliciting contributions from other practice-oriented organizations and individuals for online posting/publication beginning December 2013. Moreover, we have arranged links with the following affiliated entities that offer related content and networking opportunities:

An association of public sector managers who have earned the designation of Certified Public Manager® (CPM) through a management program accredited by the National Certified Manager Consortium. The purpose of the Academy is to unite CPMs to encourage the acceptance of management in government as a profession established upon an underlying body of knowledge; to promote high professional, educational, and ethical standards in public management; to improve communication, cooperation, and coordination among public entities; to foster leadership through example and innovation; and to facilitate positive changes which enhance the delivery of public service.

Founded in 1939, advocates greater effectiveness in government by promoting change at the local, national, and international levels. Its membership includes public administration professionals, scholars, and practitioners.

Formally approved in September 2010 with 109 Founding Members from 39 nations, has three major purposes: (1) to develop a practice-oriented global public administration network, (2) to offer opportunities for ASPA members from all nations to link to each other to improve the practice of professional public management worldwide, and (3) to provide a chapter home for ASPA members from outside as well as inside the United States.

ASPA’s International Chapter (IC)

Formed in 1993 as a nonpartisan alliance of associations representing current and retired federal managers, executives, and professionals, CEC provides a channel for these public employees to contribute to the success of reinventing government. CEC meets with the Director of the U.S. Office of Personnel Management (OPM) to discuss efforts to improve government. It shares information with Congress and works with others on initiatives for government-wide change.

The Coalition for Effective Change (CEC)

One of the federal government's premier development centers for senior executives in Charlottesville, Virginia. FEI was established by Presidential Order in l968, and is operated by the U. S. Office of Personnel Management. FEI brings high performance executives together to develop broad corporate viewpoints, understand their roles, and enhance essential management skills. FEI's award winning curriculum addresses broad perspectives essential to effective performance, focusing on values-based leadership, policy in a constitutional system, global perspectives, and organizational transformation.

The Federal Executive Institute (FEI)

Offers career-related and continuing education courses to professionals and federal, state and local employees throughout the country. The school annually enrolls 200,000 students in nearly 1,000 courses, available in a variety of subjects and convenient formats. Established in 1921 by the Secretary of Agriculture and now operating as a .edu, its mission is to improve the performance of government and to provide opportunities for individual lifelong learning through education, training, and related services.

The Graduate School USA

An organization that represents the interests of human resource professionals at the federal, state and local levels of government—providing leadership and advocacy, professional development, information, and services to enhance organizational and individual performance in the public sector. Since 1906, the Association has grown in size and stature throughout the world and is today recognized as the professional representative of public human resource managers from all levels of government.

The International Public Management Association for Human Resources (IPMA-HR)

An independent, nonpartisan organization chartered by the U.S. Congress to assist federal, state and local governments in improving their effectiveness, efficiency, and accountability. The Academy's most distinctive feature is its membership of 550 fellows. They include current and former cabinet officers, members of Congress, governors, mayors, state legislators, diplomats, business executives, local public managers, foundation executives, and scholars.

The National Academy of Public Administration (NAPA)

An institutional membership organization which exists to promote excellence in public service education. NASPAA’s twofold mission is to ensure excellence in education and training for public service and to promote the ideal of public service. NASPAA is the membership association of graduate programs in public administration, public policy, and public affairs.

The National Association of Schools of Public Affairs and Administration (NASPAA)

Works to make the government an employer of choice for talented, dedicated Americans through educational outreach, research, legislative advocacy, and hands-on partnerships with agencies on workforce management issues.

The Partnership for Public Service (PPS)

YGL is a professional organization of young men and women employed by the federal government. This organization advocates for the unique needs of young government employees and provides value, structure, resources, and a voice to the next generation of federal gvernment employees. The membership consists of hundreds of young government leaders that represent over 30 different departments and agencies. The YGL mission is to educate, inspire, and transform the future leaders of the federal government through professional development activities, networking opportunities, social events and seminars.

Young Government Leaders

Called the "Facebook for Government" – the premier social network connects over 40,000 government innovators from federal, state and local government. The community is a great resource for all people in and around government, whether they are looking to connect with peers, collaborate on projects or discover career-building opportunities.

GovLoop

A Teach For America-style leadership training program that simultaneously serves as a mini-think tank for our partner local governments. Its primary initiative is a 12-month-long, post-college, pre-graduate school Fellowship program that integrates hands-on, full-time work experience inside local government with intensive training in how cities work and the people, issues and organizations that influence local policy. Fellows spend their service year working on high-need government-run initiatives in cities where they have personal ties

City Hall Fellows

The Public Manager is a unique quarterly journal devoted to furthering professionalism and best practices at all levels of government. Every issue discusses pivotal concerns of government executives and managers and shares their innovative ideas, practical applications for new learning technologies and management successes. TPM is affiliated with ASPA and serves as SPMP's official professional journal. Moreover, given its 40+ years of archival content, the Section makes liberal use of the many articles, blogs and other material on this site through a link to The Public Manager Web site - providing attribution that includes the author's name and the specific TPM citation.

The Public Manager

 ISS supports public servants, citizens and scholars who lead change under difficult conditions. It provides insight from practical experience, plus a university-based forum for research and the exchange of ideas. ISS provides quick access to:

   •case studies that illuminate reform efforts worldwide
   •interviews of the people who played central roles
   •strategy notes, innovation profiles and other cross-cutting policy briefs
   •related research, databases and working groups for scholars and policy makers  

Princeton University's Innovations for Successful Societies (ISS)

Founded in 1974 as an association for area and language professionals, American Councils has focused its expertise on academic exchange, professional training, distance learning, curriculum and test development, delivery of technical assistance, research, evaluation, and institution building. In its four decades, American Councils has developed into one of the premier American education and international training organizations, administering more than thirty exchange and training programs, including U.S. government programs and non-U.S. national fellowship programs. The organization develops collaborative and partnership programs between individuals and institutions in the United States and the countries of Eurasia and Eastern Europe, consults on project design and education innovation programs, and actively contributes to the development of Eurasian language and area studies in the United States.

American Councils for International Education

The ESADE IGDP consists of a group of experts in government and public sector organizations. Created in 1993, the IGDP has served to consolidate the experience already accumulated by ESADE since the 1980s when it began its initial endeavors in the public management field. Since then, more than 2,000 public leaders and managers have participated in the numerous activities organized, and the extensive research, books, conferences, scientific articles, case studies and other material published attest to IGDP members’ academic activity.

The main goals of GCTV include helping the American public better understand the United Nations and identifying problems that affect people from all over the world, while also looking at the logical and legal role of the U.N. in dealing with those problems. Many interviews with prominent leaders have been conducted on the program, some of which can be seen on this site.

International City/County Management Association (ICMA)

Formed in 1979, the National Certified Public Manager® Consortium establishes and preserves standards for the Certified Public Manager® designation. The purpose of the Consortium is to promote CPM programs by providing and monitoring accreditation standards, facilitating program development, encouraging innovation and developing linkages with programs and organizations with similar concerns.
